Before talking about submission to authorities in Romans 13, Romans 12 indicates that the mark of a true Christian is one who loves genuinely and who repays evil with good because he or she places vengeance and judgment in the hands of God. Romans 13:2-3 then encourages submission to authority by doing what is good to win the approval of that authority. Romans 13:9-10 tells us that doing good involves loving one’s neighbor, which sums up the last seven of the Ten Commandments given to Moses.
