God is not promoting chaos or destruction itself. He de-creates to re-create. It was common in ancient Egyptian myths of creation for land to emerge out of the chaotic waters, a feature these myths shared with the biblical account of how the world came to be. In Genesis 1, God separates the dry land from the watery deep. The Israelites in Exodus now go through the waters and end up on dry land, while the Egyptians are drowned under them. Israel is being invited, like Adam and Eve, into a new place of God’s presence and rule. De-creation leads to new creation. You can find similar elements in the flood account of Genesis 6–9, including the waters of judgment that overwhelm the ungodly as God prepares to recreate His world.
