And he who is left in Zion and remains in Jerusalem will be called holy, everyone who has been recorded for life in Jerusalem, when the LORD shall have washed away the filth of the daughters of Zion and cleansed the bloodstains of Jerusalem from its midst by a spirit of judgment and by a spirit of burning. Then the LORD will create over the whole site of Mount Zion and over her assemblies a cloud by day, and smoke and the shining of a flaming fire by night; for over all the glory there will be a canopy.

Because God is Holy, Israel needs to be purified and consecrated “HOLY TO THE LORD.” This was the phrase engraved in gold on the front of the High Priest’s turban in Exodus 28:36-38. It describes all of God’s people, including those from among the nations after the fulfillment of Isaiah’s prophecy (Zechariah 14:20). Because of the people’s wickedness, a more radical form of purification is necessary beyond the ritual washings God prescribed in the Law. Water alone won’t get out the “bloodstains of Jerusalem.” A “spirit of burning and judgment” will scorch the land for a new creation over Mount Zion where the people will be fit to encounter the Holy One of history.
