Another angel came to meet him and said to him: “Run, tell that young man, ‘Jerusalem will be a city without walls because of the great number of people and animals in it. And I myself will be a wall of fire around it,’ declares the LORD, ‘and I will be its glory within.’”
Zechariah 2:3-5 ESV

YHWH not only provides light for His people, He protects them. Apart from YHWH’s wall of fire, Jerusalem will be a city “without walls,” without the protection of any allies or physical defenses. The LORD’s presence will be enough. 

But for Zechariah, as for all the prophets, the protection of Jerusalem isn’t the end game. Jerusalem will be the means for reaching the nations. YHWH gives light to Jerusalem in order to light the world.
