In raising up Babylon to take over Assyria’s empire, the Lord sets the stage for Jerusalem to be defeated by Babylon in accordance with the prophecy Isaiah gave Hezekiah. Hezekiah’s descendants, including Zephaniah and Josiah, are instructed to refrain from reaching out to other nations for help, and to instead submit to Babylon.

I have cut off nations;
Their corner towers are in ruins.
I have made their streets desolate,
With no one passing by;
Their cities are laid waste,
Without a man, without an inhabitant.
