LORD, are you not from everlasting?
    My God, my Holy One, you will never die.
You, LORD, have appointed them to execute judgment;
    you, my Rock, have ordained them to punish.

    you cannot tolerate wrongdoing. 
Habakkuk 1:12-13 NIV

This passage corresponds to Habakkuk’s first question:

Why do we suffer such violence and how long must it last?

We might be unsatisfied with the response. Habakkuk’s question isn’t answered so much as contextualized in Israel’s covenant with YHWH. Instead of a pat answer, we get a reference to an almighty God who is “everlasting” and who “will never die.” However long the violence lasts, and no matter why, God will outlast it. He was there before and will be there after—and He’s with them then in that moment. He may have appointed the enemies of His people to punish them, but He remains their “Rock,” eagerly seeking the faithfulness of His covenant partner.
