Then I will make up to you for the years
That the swarming locust has eaten,
The creeping locust, the stripping locust and the gnawing locust,
My great army which I sent among you.
You will have plenty to eat and be satisfied

The two great threatening images in Joel, the locust and the army, are not so devastating that YHWH can’t overcome them. He not only promises restoration but says, in effect, “I will make up for those years of curse and judgment. You will return to the land, and in the future things will be better than ever.”
