We need to know if it was for us individually or the church. That will help determine how we read it.

Throughout the Bible, we have teachings that were specific to a particular time/place/people. An example might be the various rules given God’s people in Deuteronomy that were specific to Israel as they were entering the promised land. Or specific instruction given the Levites as to their responsibilities. In other places we have a description of practices followed vs. what was to actually be done.

To me Jesus’ teachings were always aimed towards the future, they changed in a better and personal way the views of what life could be with God the Father, God the Son and The Holy Spirit. They ever pointed all people to that new and eternal life! So to me His teachings are for everyone who believes.

We need to understand that the Beatitudes were meant for everyone, not just the church figures ( the priests, nuns and others in ecclesiastical orders. It is important to know that we are all included in the teachings of the Sermon on The Mount and that they apply to everyone.

Jesus Christ is intentional and what He is exemplifying in His teachings is what is necessary for us who follow Him to have His teachings and other things to live by and follow to guide us.
