One reason Joel may have used the imagery of a locust for an army may have been to follow his pattern of criticizing his enemies without calling them by their names. Using this term may have been a good way to avoid getting punished for his prophecies. Joel may have disguised his reference to conquering armies in order to not be singled out, and endangered, as someone prophesying directly against an occupying army.
