Often during the Exodus, Moses was the sole mediator of Israel’s relationship with God. Moses interceded faithfully on behalf of an unfaithful people. When Moses died, the people may have wondered if their relationship to YHWH was over.

The loss of a leader like Moses could have led to a crisis for Israel in the absence of a successor like Joshua.
