Carefully read Leviticus 4, paying particular attention to the two presentation methods prescribed for purification offerings. The first appears in 4:3-21 and describes the method required of offerings on behalf of the high priest or congregation. The second is outlined in 4:22-35 and describes the requirements for other leaders or regular citizens.
